Cecil White, Director
Cecil White is a dedicated lifelong member of Bible World Church, where he has served faithfully as a children’s pastor for the last 9 years. He is currently working Full time as a Staff Pastor alongside Bishop Jack Cunningham in Chesapeake, Va. His passion for guiding and mentoring young hearts in their faith journey has made a lasting impact on the congregation.
In addition to his ministry work, Cecil spent eight years as a Virginia State Trooper, demonstrating a strong commitment to serving and protecting his community. He is a devoted husband to his wife, Katrina White, and together they are blessed with three beautiful children. His life is a testament to faith, family, and service.
Kenneth Kissal, Secretary
A native of northern Virginia, Kenneth has grown up under UPCI Virginia District leadership his whole life. He has served in nearly every ministry of the local church. No other ministry pulls at his heart more than Children’s Ministry! His experience serving as the Children’s Pastor at Capital Community Church has equipped him for leadership across the VA District.
He and his wife Trena have two children, Danika and Ashton. He holds a Bachelor’s degree in Business Administration from the University of Virginia, and a Master’s degree in Business Administration from Liberty University. He enjoys spending time with his family, reading, bible quizzing, and learning something new.
Heather Hines, Singles Ministry
Born in Trinidad and Tobago, West Indies, Sis. Heather Hines and her family love calling Virginia "home." Sister Hines has served as the head of the Kalvary Kids Ministry for the past seven years at Norfolk Apostolic Church. She has also served as the Virginia District Section One Singles Leader for the past three years. Her vision is to see God move in a mighty way, with revival and unity, among our singles.
Tim Smith, Bible Quizzing
From Buffalo, NY, Bro. Tim Smith joined the Navy following high school. In 1990, he moved with his family to Virginia and finished his final tour after ten years of service. He and his family chose to stay in VA because they loved their home church, Norfolk Apostolic Church. Passionate about the Word of God, Bro. Tim quickly got involved with the Junior Bible Quizzing team. During his 15 year coaching tenure, he qualified 6 teams for the North American Bible Quizzing Tournament. As the Junior Bible Quiz Coordinator, Bro. Smith’s vision is to exponentially grow the entire Junior Bible Quiz Program and to cultivate a culture in which Junior Quizzing can thrive.
